involve no more than 9,000 troops. and leaking on the eve of karzai's arrival that the white house was considering a zero option. >> starting this spring, our troops will have a different mission. training, advising, assisting afghan forces. >> today hi announced it would transition ahead of schedule. plans that worry many in the pentagon as the president weighs how many troops to leave behind. the theory of zero troop option leaving no behind was a bluff to ensure they would grant immunity after 2014. >> nowhere do we have security agreement with country without immunity for the troops. i think president karzai

understands that. >> we understand that the issue is specific importance for the united states. >> the quid pro quo is karzai will return to afghanistan with the promise that the afghan prisons will return to afghan sovereignty and pull out of the afghan vil lanels this spring. president diverted attention from those asking whether 11 years of war were worth it. who helped repel largest and most vicious attacks on eastern afghanistan in 2009. taliban will be given a seat at table and allowed to open an office in qatar. the taliban must first renounce terrorism. >> bret: we talked about what the troop number will be at the end of 2014. what is the going thinking on that. what about the concern about

protecting those troops if the number is very low? >> well, absolutely. what we have confirmed is general john allen, the top commanderrer in afghanistan given the national security team around the president three options. 9,000 option, 6,000 option. and 3,000 option. the president will likely decide on 3,000 to 6,000 troops and that will not give you much option in terms of the training and assisting the afghanistan security forces. they will set up bases to deal with al-qaeda if fringe area along the border. >> bret: we'll follow it. jennifer griffin at the pentagon. thank you. do you think the president should speed up the process of having afghan take control of the security? let me know on twitter. to me at bret baier. the politics, west virginia senator rockefeller will not seek a sixth term. the leader of the

i heard karzai on c-span talk aboutbe in 2014 tourists want to come to afghanistan. i am being to taken that bet. >> bret: yeah. might be a longshot. >> bret: one thing talked about is u.s. troops getting immunity as security agreement worked out post-2014. status enforces agreement, the agreement they will work out. one thing that jennifer griffin reported zero troops after 2014 is a bluff by the white house to force karzai's hand to agree to immunity for troops that would be left on the ground after that time. that is not what happened with iraq. that deal did not get signed. that is why the troops left when they did. >> right. >> it seems like there will be a signed deal this time. >> yeah. it seems like there will be troops, some residual force kept there, which is fine. the reason obama hasn't made a good case for gans is there is

no good case for afghanistan. we should have left quite some time ago. it doesn't mean we didn't go there with good intentions or there weren't bad people that needed be overthrown but not a successful war. the fact we still have people over there that are going to die for a mission that obama just basekly told us we're really not achieving. we don't have -- our goal wasn't just to have a stable relationship with afghanistan. i mean, our goal was to, you know, eradicate the taliban. we are far from that. so i think that to me i'm disappointed that we continue to have more than 60,000 troops in that country. >> bret: charles? >> obama was careful to define the role as merely blunting or decimating al-qaeda. if that is the case the goal was achieved in six months. obviously, the surge that he ordered was meant for something much largeer. the fact is that it's sort of

today was acknowledgment that the surge failed. and we're leaving. the question is whether what do you leave behind? the most important element in this decision is that we want to use afghanistan as a base not for afghanistan itself, which doesn't really matter. but for pakistan. it's the northern part of pakistan. waziristan, which is where the new homeland is of terrorist is who would attack the american homeland. i think what the objective would be is to have a small number of bases, small number of soldiers from which you could direct the trone attacks or special forces. remember, in the raid to kill bin laden, launching area was from afghanistan. and if we hadn't had afghanistan as the base from which we could launch, we'd have to do it by aircraft carrier or other means. it seems we should be infinitely more difficult. that is a strategic objective

today. whether obama will be able to negotiate it, i don't know. but he did not succeed negotiating something similar in iraq. >> bret: the taliban is a big question about what happens after 2014. a lot of talk that we have had around this table over the years, 11 of them, has been about the taliban has a tempt calendar than we do. they operate in decades and centuries, while the u.s. has a different calendar here locally. today, karzai said there is a new effort underway to recognize tal taliban. >> we agree on lobbying the taliban office in qatar, in doha. where the taliban will engage in direct talks with the representatives of the afghan high council for peace. where we will be seeking the

help of relevantbe countrys including pakistan. >> bret: pakistan is the real question here, jonah. how that country fits in the equation.

[ brief pause in captioning ] >> it used to have anger toward taliban. the one pushing the most for women's rights in afghanistan. that's how i feel. we could stay in afghanistan and destroy them. i would be fully on board. the problem is we have been there for a decade and we have not been able to eradicate them. >> bret: pakistan? >> had the image of taliban. i think pakistan is the key. it is not going to act in a moral way. lack of the national interest. it will control the taliban. it's not going to be independent. it will will have a huge influence. perhaps it looks for partition that northern element and

capital are under control of the northern alliance and the south is the taliban. taliban. it's interest in keeping out external influence, india. it's not invested in a complete collapse of the karzai. our role is to have a deal where pakistan is ahead of the influence and understand that it is divided. or what happens coalition, the government would work in afghanistan. >> bret: next up, friday lightning round. ÷÷
